Integrating emergency operations and mitigation planning for resilience
There’s a growing need in emergency management to better organize and access data that supports community resilience planning and promotes recovery from natural disasters. In Kentucky, as local community officials embrace the concept of resilience, it became clear that a comprehensive data management system was needed to help communities recover more quickly from disasters.
Our team is working with Kentucky Emergency Management (KyEM) and other partners to develop the Community Hazard Assessment and Mitigation Planning System (CHAMPS). CHAMPS is a web-enabled information management and workflow support application. The system links and stores all disaster data elements including pre- and post-disaster information, allowing end-users to measure and track success.
The system also allows users to coordinate public outreach and manage multiple mitigation projects. It serves as a central repository for all hazard mitigation strategies and is accessible to various user-groups in real-time.
CHAMPS has the potential to change the landscape of disaster management by functioning as part of a regional framework solution within the Southeast, and potentially, across the country. With CHAMPS, our team is helping change the way our communities respond to disasters.
