Looking decades ahead—a 6.5-mile corridor is poised for development

Rapidly increasing development in the southern fringes of the Fargo-Moorhead metropolitan area created the need for a clear vision of the area’s 76th Avenue South corridor. The cities of Fargo and Horace, along with the Fargo-Moorhead Metropolitan Council of Governments (Metro COG) and Cass County, sought a more balanced vision between traffic considerations, future land uses, and development. Based on our previous work in the area, Metro COG selected us to lead the study that looks into the future.

Working closely with the local agencies, we created an updated travel demand model based on updated planning assumptions, future development, and a proposed I-29 interchange. The model was used to forecast future traffic volumes along 76th Avenue South at the time full development build-out occurs—build-out that will take decades. Eventual timing and locations of improvements will be based on various factors, so our team developed a flexible phasing plan for implementing roadway improvements.

Ultimately, our study emphasized identifying alternatives that reflected all transportation users, from transit riders, drivers, and cyclists, to pedestrians.
