A transit-oriented development corridor plan creating better access and opportunities for the community

The West 25th Street corridor moves through several neighborhoods on Cleveland’s west side, united but each maintaining unique characteristics, opportunities, and challenges. Our team was engaged to develop a transit-oriented development plan for the corridor that addresses each area with authenticity.

Our approach includes understanding the economic opportunity, collaborating locally with developers, and beginning a design that considers multimodal mobility infrastructure needs, safety, and equitable access to housing, jobs, healthcare, and places of culture and community. Recognizing 21% of households along the corridor spoke Spanish, we built a bilingual engagement strategy—a first of its kind in Cleveland. We quickly learned this was not the best way to engage residents since they weren’t showing up to initial meetings. The team shifted to Spanish-speaking events where residents were more comfortable providing their insights and opinions. We were able to show the client and stakeholders how we could meet the community where they’re at, regardless of language or culture.

The Greater Cleveland Regional Transit Authority aims to use this project as an example of integrating transit service with contemporary planning strategies that meet city objectives—from equitable housing and workforce opportunity to placemaking.
