Developing a smart city strategy from a needs—rather than technology—approach

Merton is one of the southern boroughs of London with a population of around 200,000, and it includes Wimbledon and the All England Lawn Tennis Club. We’ve been instructed to deliver a high-level strategy that can be used to guide Merton’s approach to smart cities and how local authority services are delivered.

Our approach has been one of engagement across the council through individual consultations, team meetings, and a workshop to identify the main challenges to the delivery of their services. The emerging strategy is therefore very focused on Merton’s needs rather than being technology or product-led. The strategy also reflects Merton’s approach to risk and innovation in relation to investing public funds.

The strategy has been well received and the commission has been extended to the development of an internet of things (IoT) data strategy to support an IoT project that is being delivered across the South London Partnership boroughs of which Merton is one.
