Recognizing the costs that capital improvement programs put on community members

The City of Indianapolis was experiencing extensive combined sewer overflow (CSO) issues at over 134 locations. The implications? The network was releasing up to six billion gallons of overflows into the local rivers and streams each year. To combat this, the City brought us on to provide leadership for the program management team for the CSO consent decree and wastewater Capital Improvement Program (CIP).

To address the CSOs, the City prepared a long-term control plan (LTCP) that was submitted to the Indiana Department of Environmental Management (IDEM) in 2006. The LTCP submittal resulted in a consent decree that was approved by 2007. According to the decree, Indianapolis will spend $1.7 billion on the CSOs and $3.5 billion on the CIP over the next 20 years

We collaborated as part of the City’s Clean Stream Team (CST), a group that was responsible for the development and implementation of the program. The CST transitioned to an integrated public/private partnership organization that featured city employees and consultants working together and co-located in City offices.

Recognizing that the cost of the program puts a heavy burden on its citizens, the City challenged the CST to find ways to reduce costs. Over the course of about a year the CST lowered the cost of the program by approximately $300M.
