Updating City standards and rethinking governance approaches to facilitate innovative solutions in infrastructure development

The City of Centennial has a strong vision for a more resilient, connected, and innovation-focused future. To achieve the goal of becoming a smart suburban city, City staff knew they would need forward-thinking policies focused on future development, design considerations, and future-ready infrastructure.

In the fall of 2020, the City partnered with Stantec to evaluate local development policies and regulations and provide an action plan to integrate smart city solutions. In the first two phases, our team completed an analysis of priority trends and documented existing case studies and lessons learned from other smart city developments across North America. We considered a variety of factors when developing recommendations for solution-oriented pilot projects, and we spearheaded the development of a Stantec FAMS financial model to analyze the financial impacts of next generation infrastructure scenarios. In the final phase, the City and Stantec used an interactive workshop to explore next generation scenarios and wrestle with structural, governance, organizational, and scaling challenges.

The work culminated in the Future Ready NextGen Infrastructure Action Plan, which looks to leverage policy as a tool to manage and incubate technology. This plan will support Centennial staff as they demonstrate how an innovation-friendly municipality leverages its vision and charts an adaptable path forward.
