Our CEQA exemption document helped the City and Applicant garner strong support from parents and students in the community

To strengthen the bond amongst youth in the Fruitvale community, The Pacific West Communities, LLC and Aspire Charter School Company proposed to construct a public charter school (K-8) on a brownfield site, contaminated previously by a transmission facility.

The Aspire ERES Academy would be situated on a lot adjacent to a three-story residential building and the historic Fruitvale Medical Building and provide easy access to the Fruitvale Bay Area Rapid Transit (BART) station less than a half-mile away. Our team provided entitlement processing support and California Environmental Quality Act (CEQA) strategy support for the project. Utilizing the CEQA streamlining infill provisions of California State Bill 226 (SB), our team prepared the CEQA documentation and an air quality and greenhouse gas (GHG) technical study, historic structures evaluation, noise technical study, and traffic study. These studies were critical to the application, as the lot faced development constrictions due to its incredibly small footprint on a dead-end residential street.

Ultimately, the application garnered strong support and was approved. The development will accommodate approximately 600 students and aligns with The City of Oakland’s commitment to do what is right and develop orderly, systematic, and sustainable communities consistent with the goals and policies of the City General Plan.
