Providing expertise in Indonesia's septage collection, treatment, and transport to find cost-effective solutions
The Indonesian Ministry of Public Works and the United States Agency for International Development (USAID) Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) project were looking to provide feasibility level costing and comparison of various fecal sludge management (FSM) service delivery models and treatment options to 300 cities implementing new FSM systems.
Stantec was engaged to develop the Sludge Management Decision Support Tool (SMDST), which calculates an appropriate monthly or per-unit volume tariff for full cost recovery and can model capital and recurrent financing from government and non-government loans and grants. The tool was developed during a weeklong study tour in the Philippines with 30 professionals ranging from international non-governmental organizations and donor agencies, USAID personnel, and Indonesian and Filipino government officials that were able to provide insight into what outputs and analysis were most useful for their decision making.
Upon completion, the tool was highlighted as a resource in the World Bank publication “Fecal Sludge Management: Diagnostics for Service Delivery in Urban Areas.”
