Designing a model to support the program managers in dispersing information to their stakeholders
Throughout the world, the Netherlands is renowned for its ability to protect itself against impeding water and high tides. Rijkswaterstaat, the national governmental organization responsible for the design, construction, management, and maintenance of the main infrastructure facilities in the Netherlands, created the High Water Protection Program (HWBP) to implement measures ensuring primary water assets, such as dikes, locks, dams, and dunes, would comply with current and future safety standards.
The program management team is faced with the challenge of centralizing the decentralized implementation (by local government), with high ambitions: to realize both a significant increase in production and a clear cost reduction, compared to previous programs.
We were asked to design a model to organize the program’s information management. Based on the inventory and analysis of information management requirements, we leveraged our experience and created a model that enables the management team to collect, manage, interpret, and disburse information to all stakeholders quickly and effectively, while taking the delicate balance between the different interests of decentralized and key stakeholders into account.
