Carol, an economist with 20 years of experience, has managed numerous affordability planning projects using Stantec’s WARI® enhanced affordability analysis. She has helped communities and agencies in understanding and communicating the financial impacts of rate increases on low-income residents.
A leader on our Financial Services team, Carol’s expertise includes assisting with water, wastewater, and stormwater utilities. She has guided financial plans, impact fees reports, and rate studies, and she’s successfully facilitated workshops with multiple interested parties.
Carol has a long-term relationship working with Albuquerque Bernalillo County Water Utility Authority, the largest water utility in New Mexico. With a focus on reaching water conservation goals through rate adjustments, she provided alternative rate structures for the Authority. The result? Lowering the region’s water usage from 250 gallons (946 litres) per day in the mid-1990s to 130 gallons (492 litres) in the present day.
As project manager, Carol focuses on delivering the highest quality service in response to her clients’ specific needs. She’s dedicated to delivering useful tools that help her clients today and well into the future.
