Based in Tallahassee, Deborah manages utility rate studies with a focus on water and sewer revenue sufficiency analysis, cost of service, and rate design for large and small utilities throughout the US. She’s worked with the New York City Department of Environmental Protection, the City of Tempe, and the Detroit Water and Sewerage Department.

Deborah is passionate about helping utilities fund critical water operations and infrastructure, while reducing the burden on customers’ water, sewer, and stormwater bills. She’s committed to promoting equity and affordability of utility service, especially for customers in low-income areas. She develops sustainable utility rates that are defensible and support utilities’ long-term needs, enabling them to best serve their residents and businesses for years to come.

Outside of her advisory services work, Deborah enjoys making sourdough and reading mystery novels at the beach.
