Jim has over 40 years of financial and regulatory experience with municipal and investor owned water, wastewater, electric, and natural gas utilities. Prior to joining Stantec in 2013, he worked at a major Midwest based electric and natural gas utility, where he directed the development of revenue sufficiency analysis, cost allocation studies, all customer pricing solutions, and tariff and rule administration for over 3 million customers. He also provided expert witness testimony supporting these analyses to various regulatory agencies.
Since joining Stantec, he has assisted many municipal clients with the development of sustainable financial plans for their various enterprise funds, incorporating expected future operating conditions, asset management and capital improvement spending plans, debt financing effects, and grant funding requirements.
Located out of our Ann Arbor, MI office, Jim continues to utilize his experience to be of value to his clients as sustainable financial solutions are jointly developed with his clients/communities he serves.
