Stantec, a global leader in sustainable design and engineering, has been awarded a US$80-million master service agreement (MSA) to support LUMA, the operator and manager of power distribution across Puerto Rico. This is the third MSA between Stantec and LUMA, and the contract is part of a Federal Emergency Management Agency (FEMA) funded effort that is intended to create a more reliable and resilient energy supply for the people of Puerto Rico.
Over the next three years, Stantec will provide engineering and reconstruction services to support the modernization and hardening of the Puerto Rico power grid. This new MSA will allow Stantec’s teams to continue engineering grid reconstruction designs and upgrades to aging infrastructure, including multiple transmission lines, distribution feeders, and substations.
Improving resiliency and preparing for renewable energy
Stantec’s grid reconstruction designs will include hardening attributes to make the grid more resilient against extreme weather events, such as the hurricanes that have impacted the island in the last decade. The new design can withstand wind speeds up to 160 miles per hour. Additional efforts include replacing wooden poles with stronger structures, elevating substations above the floodplain, and designing to make future replacements and repairs more efficient. The modernization of the grid will enable the island to make a large-scale transition to renewable energy as mandated by the Puerto Rico Energy Public Policy Act.

Continued services for Puerto Rico
Since 2021, Stantec has been providing engineering design services to upgrade the island’s power grid. In 2022, the firm supported the island in the immediate aftermath of Hurricane Fiona and partnered with several local firms to mobilize 12 two-person emergency response teams that aided recovery operations for the damaged power grid.
