InnSure, a nonprofit reimagining climate change-related insurance and risk financing, and Stantec, a global leader in sustainable design and engineering, today announced a partnership to help communities implement solutions that mitigate the impacts of extreme weather events and their accompanying costs.
The insurance protection gap—the difference between total economic losses from disasters and the portion covered by insurance—is expected to grow as climate change continues to drive extreme weather events like floods, hurricanes, and wildfires. Recent research from insurance risk advisor Aon estimated US$223 billion in uninsured losses in 2024. In recognition of this challenge, InnSure and Stantec will collaborate on insurability planning and community resilience initiatives.
This partnership will utilize a Total Cost of Risk (TCOR) Simulator developed on a framework that integrates the total risk of all impacted parties to evaluate and design targeted solutions. This tool quantifies community costs across three categories—economic loss, climate adaptation, and insurance—to help inform community insurance programs for areas at risk from major weather events. It also enables communities to better evaluate and advance resilience strategies that align with their economic development and planning priorities.

This partnership with InnSure is an opportunity to enhance the value that we are bringing to communities and provide them with a more holistic approach to planning.”

InnSure and Stantec first partnered with economic development and public policy consulting firm HR&A Advisors to win the RISE Riverine Community Resilience Challenge with their TCOR Simulator and Community Insurance Program. This win underscored the importance of addressing insurance gaps in communities, driving the two organizations to solidify plans for a longer-term partnership. Through this collaborative partnership, the firms will explore additional opportunities to reach more vulnerable communities impacted by extreme weather perils, the evolving insurance gap, and changes in funding and policy mechanisms.
