With a background in civil environmental engineering and a master’s in business administration in finance, Dave brings both technical insight and financial acumen to every project. He helps communities secure the financial foundation for sustainable and resilient utility services.
As a senior principal in our Financial Services group, Dave draws upon nearly 30 years of experience in finance and infrastructure planning to guide clients through today’s most pressing challenges—from aging infrastructure to climate resiliency and affordability. He has managed more than 250 studies for water, wastewater, stormwater, reclaimed water, and solid waste utilities, including work with some of the nation’s largest systems such as New York City.
Dave provides leadership in rate and fee studies, financial feasibility analyses, and long-term financial planning. His expertise extends to the implementation of new funding sources such as stormwater fees, developing customer assistance programs, and helping utilities assess the impacts of costs on vulnerable populations.
When he isn’t busy helping deliver advisory services or speaking at industry events, Dave enjoys outdoor activities like mountain biking and downhill skiing, as well as rooting for Michigan State and spending time with his three kids.
